Well basically it's a mix of desaturation + split toning in LR4.
On this one the vibrance is set to +27 and saturation to -39.
Then for split toning I chose a yellowish tone for the highlights (hue:52, saturation:22) and a blue-ish tone for the shadows (215, 28).
Also adding clarity and playing with the tone curve and contrast helped to get the dramatic look.
But please note this was shot in a really grey day, so all the colors were already rather muted. Not sure it would work the same during a bright sunny day.
