Best budget macro lens is the Promaster AF 100mm f3.5. It's also sold as a Pentax FA100 3.5. Should come with the matched macro adapter -- a screw-on filter that is optically matched to the lens, and gives you 1:1. (1:2 without this adapter).

This is one of the sharpest lenses out there, at both macro ranges and short telephoto ranges. I often use it as a walkaround lens. It's just an amazing lens, and they go for very little money on the auction site. (Especially the promaster version). Extremely light lens, and doesn't *feel* like it's a quality lens, but in reality it's a plastic fantastic.
