It means that it can act as a "dumb" slave, triggered by the camera flash but with no special communication. The pre-flash suppression means that it knows that modern TTL systems fire a preflash and then the main flash — this mode automatically ignores that first flash and only fires on the second. (At full power or whatever manual level you've set it to.)
The flashes offered this feature in the
non-Pentax versions, with the explanation that since Pentax offers wireless P-TTL on all of its camera bodies, it's not need. But it's nice to have the added flexibility, so I'm glad they've given it to us as well.
