The speculation is really about the next section from the left and whether that collapses too. The knob on the left with the grooves underneath it suggests that this section is made to be turned by hand. I assume the knob on the right slackens the friction in the tripod mount to allow the lens to be rotated while mounted to a tripod. And the little knob on top on the far right - I have no idea what that might do.
just a WAG on my part but.
1) some lenses were made in 2 halves to make transporting easier, a short square case is easier than a really long narrow one,
but the next idea is more likely
2) really long tele lenses have problems with focus throw, and the changes needed to achieve minimum focus. recall the K1000/8 and 500/4.5 which had 100 and 50 foot minimum focusing respectively, or the pentax 130-640mm zoom that had a custom close up lens. Why not have a manually movable front group, to give really close focusing when needed but allowing fine control with shorter throw of the AF when not needed.
