The 6400 ISO image was resampled to 50% twice. Leaving other NR applied alone, the resampling alone means that the smaller image is 1600 ISO (its pixels gathered 4 times as many photons) when looked at 100%. So please, don't compare apples and oranges.
Same holds true when comparing 10 MPixels (K10D) with 14.6 MPixels (K20D):
1600 ISO on 14.6 MP will look like 1100 ISO when resampled to 10 MP. This makes the K20D's ISO strength even stronger!
