I think it means that they can sell the same lens 6 times to folks that have to have "cutting edge" VR in their lens.
Honestly, from a camera maker stand point, having image stabilization in the lens is a way you can add an extra charge to already expensive lenses. In addition, as "upgrades" come, people have to change lenses to get them. Not sure if there is that much improvement in the Nikon 70-200 from VR I to VR II, but you sure pay for that improvement.
