Meaning that Ricoh had a plan to boost staff and investment but revised it back to zero increase based in market trend, meaning they may not be growing in any way, but still not doing catastrophic. When I see how fast Pentax products come out of the pipe, I believe that Pentax team is very small, so small that selling a few 10 thousands unit is enough to pay the small team. I believe, when outsourcing some glass and reusing most of existing tech, you could make a camera system with a company the size of a startup of less than 100 employees. Most of the stuff in camera is reuse of of-the-shelf components, essentially assembly and software on top.

The investment was in new plant & equipment - often more appropriate for constructing modern cameras than old plant & equipment is.

Don't forget there is also a Pentax factory in Hanoi, Vietnam, assembling lenses. A short distance away, I think, from a Tamron factory doing the same.

Pentax Corporation had 1661 employees before Hoya (non-consolidated). Even after all the downsizing and splitting the Image Systems, it's not quite comparable with a 100 men startup.
