So in this case they don't need Tokina and all indications are that these new lenses are Pentax designs. The Tokina/Pentax link was back when Hoya owned both companies, I think. Pentax does rebadge lenses sometimes when they don't want to go through the effort of re-creating a consumer item that is already good enough, like with the superzooms it has rebadged from Tamron.
Also, of the two wide angle lenses you listed, one is an APS-C lens and the other is FF. In this case I wouldn't mind seeing Tokina rebadges because Tokina wide angles are at least as good as any manufacturer's. Their 70-200, I don't know, their AF teles have been good bang for the buck lenses, but that's about it. Their standard zooms also have not done that well. Who knows, that might change now.
