Hardware should be mostly done quite a time ago. Software though is open till final release.

I agree, the 36mp makes sense. It will be cheaper and Pentax are good at squeezing older sensors to the limit. This will help keep their first FF price down to compete with D610 ect.

Sony would be happier for sure, they would "win" with short notice in that case. But probably sell less sensors overall.
