1/2.3" is still for super-zooms and 1" for all another photo gears.
There are plenty of suppliers for all those sizes and even some in between. A high end camera phone should have at least a 1/2,3" sensor, but if it gets too large, it wont be small enough to gain popularity. 1/1,7" is some of the larger i can think is realistic.

Less then 10mm phones, with integrated camera and lens, are all around us. Like
this 4,2mm thin 16 Mp camera/lens module. Making a phone without lens, thinner then 10mm are no technical challenge these days. I'm sure 15mm in total for phone and an interchangeable lens is easy too, even with 1/1,7" sensor size.
Integrated cameras will never be able to offer interchangeability. And if you add zoom the compromises on sharpness, abberations and aperture will skyrocket. Several small primes will solve this and no integrated camera will be close. All these integrated camera compromises have been tried out in the market in several ways, and none of them succeeded for the high end camera phone market.
