I presume a lot of model names / trade marks were registered well in advance and they then draw from the stock. As for the telecom authorities, the time lag between their registration of a device equipped with Wi-Fi or Bluetooth and the announcement of this device varies a lot; for instance, K-1 was registered by Postel on March 30, 2016, i.e. more than one month after its official launch.
