I'm saying it will not be in the league (price-wise, at least) of the
DFA* 70-200/2.8. Which, incidentally, is 500 dollars cheaper than the Canon 70-200/2.8 IS (either versions II or III). The only Canon 70-200/2.8 that sells cheaper than the DFA is the
1995 version without IS at $1300.
Optically, of course I fully expect it to match the
20-year old design of the Canon 70-200/4. I am really not concerned about the optical quality since I know Pentax will deliver, I just want it under 700 grams and weather sealed.

When one says "league" normally they talk within the same format. In any case, there are crop lenses priced higher than not-so-premium FF counterparts (The Sony 16-55/2.8 is
substantially more expensive than the FF 24-70/4, and the same price as the 24-105/4).
While it's true that a given FF lens will always be more expensive than the *same* APS-C lens, the question of "how much" depends on a number of other factors (and the comparison is anyway irrelevant unless we talk about equivalent lenses).
