Yep, the Theta V was 4K capable, and was released over 2 years ago.
It's not just about the resolution though, it's the basics such as giving it enough bitrate to be able to describe a scene without having to get blocky if there's too much movement etc.
Personally I'd love to see real mechanical stabilisation return, focus peaking that worked during video capture to aid manual focus, and others would like a clean video out so they can use an external capture device instead.
Pentax Video conversations don't have to be a black and white as Pentaxians typically try to make it. You don't have to turn out a 'professional' video camera or nothing at all.
All Pentax bodies have had video capabilities for the last 10 years or so, so video isn't a new thing and it's not right to say Pentax doesn't do video when it clearly does (and shock horror some Pentax Users use it

There is a market for those same Pentax plus features (ergonomics, ruggedised weather sealing etc) for use in video as well as stills.
This new camera is going to be a 2020 release, and to still be offering 2012 level video is just embarrassing and limiting for those who do want to be able to use their Pentax bodies and lenses for better quality video than they currently can.
Given developments in general base processing capabilities, I'd be disappointed if the same video offering was rammed into this new camera. Doesn't need to be professional level at all, but does need to be better than what they're currently offering.

Yeah there has been discussion around how much better then Pentax focusing system can get with the legacy screw drive approach.
It's likely the best performing lenses will be the newer style with their own focusing motor built in.
