On the 31st of December he wrote that he formerly hoped that the lens would be released before summer and now expects it to be a bit behind schedule and not to be ready for launch in summer.

Therefore there appears to be a first schedule (summer 2020), a wish (before summer) and a second schedule (after summer), which can hardly be described as a wish.
I appreciate that you provide your sources, but has anyone knowledgeable translated the Japanese?
Bing gives me:
It is the highest model of PENTAX that is scheduled to be released next year, but Although I was hoping that it would be released before the summer, I was a little more off than the schedule, and I don't have any premonitions that it will probably be too summer.
I'm going to go out, say, it's hard to come out "Wolf Boy PENTAX" face to face? Do I have to be patient and wait?

As far as I understand he says he does not have any reassurance/hints/idea that it would be summer. He seems to express his discomfort with a lack of information for any date. Since "in 2020" is the last official statement, it's just no new information coming from Ricoh directly. Whoever wants to read a delay from these statements might do it, but I would have expected a confirmed date first, and a deviation of that would be a delay.
Edit:
hypothetical information flow:
Company: it will be released in 2020
Insider: will it be before summer?
C: No, it will not be before summer
I: Can you confirm release for summer
C: We cant confirm release for summer
