No, it is more like saying "If there were really a market for
smaller cars, Studebaker would have built one in 1955."
In the 1950's, Studebaker did try to make smaller cars, but {like all US automakers} never could figure out how to make money selling them.
Your statement is about a change in technology - not in doing that same thing, only better.
Your statement is more like saying "If there was really a market for higher ISO, somebody would have made faster film in 1955".
I spent many years looking for higher ISO, and today Pentax does deliver graceful higher ISO in their modern cameras, so that is one fewer reason for having 'faster' lenses.
You can discuss and discuss the aperture of new lenses - I will wait for another week or so.
