Is this a rumor that Pentax is developing a 110D?

Maybe this is a Pentax version of the Samsung NX, and the report is confusing it with the Auto 110.

Or maybe this is an April 1st sort of thing.

It's actually an April fools joke.
Assuming the translation worked it should mention at the bottom that it's an April fools joke.
Plus if you read carefully, all the camera manufacturers names are messed up.
Eg. Pentax = Bentax.

Darn! And I just spent $8,432 buying up all the Pentax 110 lenses I could find on eBay!
