You have 4 advantages with the 24x36 sensor in a 645.
- 645 for 3-5000$ (name it 645s), people with old 645 or 6x7 lenses who havn't the money for the 645D can buy a body. The new 645s users can upgrade to a bigger sensor if they like.
- more production of the 645D-body -> higher margin
- with 24x36 a shake reduction (SR) is easier
- new sensor but no need for a new body
6 month later you can put the sensor with SR in a new and smaller body with a smaller mount (K-mount) and better AF.
The K10D was a new body with new sensor.
The 645D was a new body (old electronics from the K-7) with new sensor.
All other new Pentax bodys of the last years used an old sensor (K10D -> K200 & K-m, K-20D -> K-7, *istD -> K100)
