Things are probably more complicated than that. In Australia, the same company (CRK) distributes Sigma and Pentax, and has done so quite successfully for a long, long time (decades). Sigma lenses are often bundled with Pentax bodies here, for example, so both gain from each other.

Within Japan there are probably all sorts of even more complicated business relationships between Sigma, Tamron, Ricoh, Hoya, Nikon, Fuji etc and their banks / Zaibatsu partners etc that make it hard to judge who are real competitors, let alone those working hard to send the other belly up. Plus the JP business culture doesn't seem bitterly combative, at least domestically. Legal disputes like the recent case between Sigma and Nikon (Sigma infringing on a Nikon shake reduction patent) seem very rare, and aren't fought tooth-and-nail.

Sigma is a small company. In a interview the ceo stated to feel responsible for his 150-170 employees and the family's living in a small Japanese town. So it is good for him to take business decisions based on supporting the Sigma Brand. If there is no way in making money with K-mount (a production batch making, having inventory and making sales in slowed time then with Canon/Nikon) then it is smart to not make those lenses.

In an older interview he stated that the aperture Control made it more difficult to make lenses. That is an extra handicap in making the lenses. I do think That Pentax should update the K-mount and make future lenses full electronic, while keep supporting old lenses.

But they have it. So Sigma can make lenses that use it. Pentax is still purely mechanical.

The trick is making the lenses backward compatible with older cameras. The Nikon version is incompatible with cameras made before 2007 or so.
