That sounds like the law about some items: legal to own, legal to buy and sell, illegal to use.

I did the training course at work two days ago. There is nothing in the relevant UK law that prohibits discrimination on the basis of bagpipe playing status.

believe it or not

that was the law regarding certain fire works in Iowa when I lived there

illegal to sell in the state ( had to go to South Dakota or Missouri to buy )

illegal to use

but not illegal to own

strange every Fourth of July, people would violate the law and use them

couldn't prosecute any one unless actively seen doing so law enforcement

personally I would fire off 13, 14, 15, or 18 inch mortars

in a licensed fireworks show run by a charity

Long ago I used to smoke camels; from memory, they tasted disgusting.
