Well it is the English version of English.
Editors seem to not do a very good job of proofreading articles these days.
The line would appear better composed of it read, "Communications with the island
have been
completely disrupted, after the only underwater communication cable was severed in the eruption on Sunday."
Or: "Communication with the island was completely cut off, when the only underwater communication cable was severed in the eruption on Sunday."
