It appears you've exceeded the capability of the lens to transmit light to the sensor possible reasons below
1 no hood
2 tangential light on front element causing veiling
3 telephoto lens used at dusk = high thermals causing veiling
4 poor/damaged coatings
5 poor lens element alignment
6 high compression
7 poor lens design for digital (no light baffles in lens)
I short your seeing light bouncing in the lens and hitting the sensor at oblique angles not adding to the image contrast but subtracting in areas.
