What your thinking off is the kilt aprons of WW1, a canvas cover to try and protect kilts from mud. Some were just around the front, whereas other's wrapped all around.

Some troops figured they were useless, which they effectively were, and didn't use them:

Overall, kilts were not a great garment for the muddy trench wars of WW1. When wet and drenched with mud, they were a lot heavier than trousers, and it ended with horrible chaffing behind the knees and the backs of thighs...
