Why would anyone limit the countries a video can be viewed in?

That's quite a common sight up here in Canada. Less so recently, however.

A VPN solves that if you're really bothered and want to watch a video.

Yep, but then I'd either have to use another computer or disconnect my work VPN. Either of which is too much work, eh

Secret information, I'm sure, which must not fall into the hands of terrorists.

Just like Dell &al wouldn't sell me servers unless I promised (in writing) that I wouldn't use them for any nasty stuff. I'm sure bad guys don't lie about such things. (I guess it's ok to use the servers for nasty stuff now that they're made in Ireland - at least I don't think I've signed any promises for quite a number of years.)
