If bagpipes were used to place fear in the enemy, why did the men playing them also subject their countrymen to the din and drone of the pipes?

Also, perhaps they should carry boom boxes, and play the Right Said Fred "I'm Too Sexy" towards their enemies. Should place at least double the fear in them, eh?

You forget the deadly peril to the boom box squad, should there be any Scotsmen in their ranks. The enemy wouldn't have a chance to get at them, the Scots would have slaughtered the others first.

Loosely defined, I suppose there are people who would defend it as such.

Not I though.

It is a waste of bandwidth.

The only useful purpose is to strike fear in one's enemies, and annoy one's friends.

I'm no Civil Engineer (my uncle was though) but I would say that highway is going to take a lot of in filling.
