In the US regarding HS and Primary school any one could eat the provided lunch but if your parents income ( or lack there of ) fell into the right areas, there was either no charge or a reduced charge, all others paid the full rate if they ate it.

you could bring in your own instead but most chose not to because of the nutritional value and the full rate was still low in comparison to buying the food to make the " sack " lunches

major $$$ making children lunch buckets

I think there's much more farting in Scandinavian culture. Just ask google translate about "keep good speed" to see an example.
