Yeah, I think they were starting later than they should or going home early, but still had their quota of fifty or whatever to do.

Either way you look at it, they weren't doing their job.

Hi Clackers
The quota system is not flexable to any ( what is seen to be ) abnormal situation.
If traffic does not use the road they are on this week and they are not to relocate to the next stop yet then I guess this type of thing may occur.
Quotas made by individuals in a office are always a problem if they have never left said office.

I was once in Taiwan and a policeman gave me his pad of annual household registration forms and a pile of the previous year's and asked me to copy the details from the old ones to the new ones. Then he realised I could not copy cursive \Chinese and have it look like cursive Chinese, it would look too much like printed, kind of like a beginner at school. He took the pad and old forms and gave them to someone else in the room.

Well, Dave, we don't have data to say whether a policeman didn't encounter enough cars in his shift (that's fine) or whether he simply didn't work the whole shift (that's not ... drunk drivers got away with it).

It was reported that the issue is not so much the organized stops with 'booze buses' and multiple personnel, but individual cars that leave the station for hours to do the job unsupervised.
