Here, like Australia, drivers are expected to take responsibility for the operation of their own vehicle. Sure, there are some who look for ways to shed responsibility when they screw up, but generally if an individual is in the wrong the system holds them accountable.
England seems to be full of people who think their betters have to do all good things for them. I will not say more because I am in a bit of a hurry and anything said might be interpreted as political. When they do real bad on the road, usually involving dead people, there seems to be a lot of desire to throw the sanction of a holiday in the government hotel. That is a real contrast to Australia where the holiday sanction is used rarely for traffic events, and usually only for cases which half the country would regard as egregious, not the 'there but by the grace ...' type events which Australians seem to consider most of the unfortunate events.
