Around here this is definitely the case. I suppose how peoples around the world view their flags depend on a lot of things. E.g. the US and Norway both used to be dominions which had to struggle a bit to gain independence. I'd think that might put a different meaning into the banner under which we rallied.

I think a lot of Britons care more for their national flags than for the union flag. A number of Scots have no love for the Union Jack, much as many Catalonians and Basques don't think much of the Spanish flag. Then again, the French seem to regard
Le Tricolore rather highly. There are a lot of historical twists influencing how different peoples view their respective flags, whether it be a symbol of unity and freedom, or of suppression - or just a piece of cloth.
