It all depends on the illumination and the scene.
ISO 1600, f8 and 1600/sec in the middle of a bright sunny day shooting a bright subject will look different [better, cleaner] compared to ISO 1600 at f1.4 and 1/30 sec in the middle of the night in a dark room shooting a dark subject.

test images shot with various levels of illumination [see bottom of page], down to 1/16 foot-candle light level, shot using various ISO's, and with NR turned on/off.
