The K-3 does support manual video exposure and it has more framerate options than the K-5, plus it has a headphone jack, so in that sense it's a step forward. Its .MOV files are also a more common format that's more widely supported.
However, as Steve said, you do lose the sensor-shift stabilization and the image quality isn't particularly stellar due to the compression being used. This applies to all PRIME M/PRIME M2 cameras as well.
