The problem with this is the very long shipping, which can even be expensive and risky. Plus he would probably have to pay import duty. It is usually better to buy second hand locally, or at least from the same continent.

I don't have a K-3, so I haven't been keeping up with those updates. But If those numbers are correct, then it is possible 1.03 existed some time in the past, and was then replaced by 1.21 (1.21 is greater than 1.03)

Yes, Pentax has moved very quickly with K-3 and K-3II, and even from K-30 on to K-50 and K-S1 to K-S2. I think there are two parts to this. 1) Pentax was bought by Ricoh from Hoya. This big change took some time to become noticeable, and it may have forced Pentax to hurry up with some things. This might also just be the new business model for Pentax - we are just used to the much slower Hoya-Pentax model.
2) Stiff competition. While Pentax K-3II is among the best APSC sensors DLSRs, it still faces a lot of competition. Canikon, as always, but increasingly Sony (with many, many camera models, some are really tiny and affordable, and still have APSC sensor; and Sony has established distribution channels in most markets) and even m43 cameras (the quality of these has grown a lot since their first introduction). So Pentax has to lower their margins and increase their tempo to stay relevant.

Problem here is that nothing is super reliable anymore. Nikon had problems with their mid tier and even flagship. Canon had problems with their flagship, as well. Any brand can have a hiccup. With a K-3, you at least aren't overpaying. If you buy used, you can sell it on with a minimal loss, or get it repaired.
Anyway, I don't have K-3 or K-3II camera, but both seem to be really good. Some copies develop that mirror flap thing, but that doesn't mean yours would. You can also try to meet that person, so you can show you how the camera works.
Chile is a beautiful country, hope you get a great camera to photograph it
