I think around the time the K-3 was released. As I recall from earlier discussion the EU or some of the Eu countries enacted a regulation to try to cut down e-Waste by prohibiting inclusion of (potentially) redundant cables. Rather than bothering with different packages for different markets Ricoh (like many others) just stopped including the cables for all markets. Looking back at the pile of USB, power and FAX phone cables from all the USB multi-function printers I've had to replace over the years it kind of makes sense.
