What's an "RT Flange" ?

Can anyone tell me what this piece is for? It looks like it could be a PK lens to M42 body adapter?

I couldn't find the answer by googling and the ebay listing has expired so I thought I'd ask here.

I would love to have one. It would make my m42 bellows that much more useful.
