My skies don't look that good, either. I did a dry run this morning and had issues with smoke-related sky glow @ 30 seconds, f/2.8, ISO 640 with a Samyang 14mm. I did see one very bright Perseid as I was setting up and captured one faint Perseid and a faint sporadic.
I'll probably try a run of interval composite (maybe ISO 200, 30 sec shutter, minimum interval, "bright" compositing, and maybe 120 intervals). Or I could use standard interval shooting and stack the frames in post. I'm also going to see if I can position Polaris at 1/3 of the frame.
