Very nice and indeed so impressionistic shot! It’s really interesting to be able to create an authentic visual style without an actual brushstroke...I also believe you should crop it to show the effect clearly. (V. G. is my favorite master of the style.)

I wonder if it would be possible to get this kind of effect with a very small amount of ICM?

I mean using a long shutter and rather than moving side to side maybe moving in a slight circle to give a splotchy look. I'll have a go and see what I get.

So, ICM = In Camera Movement?

Having had a quick play it's fair to say I can make the image soft, but can't get the impressionist look at the top of the thread.

Based on the picture and the original poster's comments, it looks as if the main cause of the effect is the movement of the intervening air between the camera and the subject. There might be a little camera motion as well, but the rippling effect caused by the train affecting the air around it seems to be the primary contributor.

I get that, I just thought it looked cool and wondered if I could achieve something similar without a train (or other heat source) just by moving the camera instead. If it's possible I haven't worked it out yet.

There might be some sort of filter you could apply in post-processing that would simulate this effect; here's one URL showing an attempt at an impressionistic look: https://sleeklens.com/how-to-add-an-impressionist-look-to-your-photos-using-photoshop/
