Subtle gradations in color contribute to the photo; every aspect of the composition should contribute to the picture but not be the subject (even in a contest whose theme is "color"). Like theatrical lighting or women's make-up, any single component that screams at you for notice interferes with the appreciation of the subject. Excessive saturation in pictures that make the picture about color primarily are just blotches of color - the subject gets lost. This is a picture of the delicacy of the texture of flowers. The color is a part of that, and captured brilliantly in this composition. If you hadn't said anything about the color, people seeing this picture would simply say, "Oh! How beautiful!" - the photographer has seen something wonderful and brought that perspective to us. That, in my mind, is the essence of art: the nonverbal communication of something that speaks to the spirit. Lots of the entries are very good juxtapositions of colorful objects, but this one, in my mind, is art.
