Stranger from the North Pole?

1st time submission - hope I'm doing this correctly?
While walking one evening in our small town this "stranger" appeared as part of the traffic.
He waved as I stepped to the curb to grab a shot. I wonder what those parents are telling their kids about his new "sleigh"?
