An oldie.
Part of my home town was flooded pretty often in case of high (river) water. Several measures were taken to keep the water out of the town centre. One of them was the construction of a concrete wall, but that would block the view at the river from street level.
Artists made semi-transparent large format portraits and hung them on the opposite river bank, as a silent protest against the conctrete wall and as an "alternative" for the ugly wall.
The photo shows the town as seen from the other bank of the river, more or less trough the translucent portrait prints.
