I think that is a good score. It is about the same as the K-01 (wich is my reference) and that is a great camera. The one point difference can be neglected. This sensor might have an itch in scoring when it was pared to the 14-bit PRIME III engine that runs in the K-3. But in general it concludes that:

For APS-C with current technology the 16 megapixel sensor is top!

The sensor system (HW and FW) in the K-01/K-30/etc is long running, finely tuned device. How many years was it offered? I hope that the 20MP sensor system in the K-S1 will be refined over time as well. Let the dynamic range slowly climb. Let the noise levels slowly fall. Eventually the gap between my K-30 and the current tech will be large enough to warrant an upgrade.

Yep, I agree that 16 MP is perfect for APS. Large photo sites, low noise, etc. I think a 24 MP full frame sensor is the next sweet spot. The Sony A7 seems to indicate that.

Sony DSLR line is almost closed. Canon APS-C models are always junk.

I do wish that Pentax would combine the K3 AF and WB featurs (in fact all the K3's new improved features) into the K5IIs body and sensor. The 14 bit pixel depth, along with the ISO 80, and the excellent higher ISO / low noise - and possible issue the K5III or K5x or whatever. There are a lot of folks that like the 16 bit sensor. They seem to be keeping the K5IIs and the K3's price is coming close to the K5IIs. There is a lot more that can be done here - without having to go backwards in terms of sensor - coupled with more MPs. Just my rant....

They should sell their camera division to Samsung or someone.

I don't think anybody except a few professional landscape photographers and online geeks pays attention to DXO Mark ratings when it comes to buying a camera. And currently Canon is king of the really cheap, crappy made SLR -- and they sell bunches of them.

Yes and it is both a well established fact and well understood too.
The reason is Canon still runs their old tech fab (Canon isn't fabless) which enforces design rules which don't allow to bring read noise down to levels possible with more recent design rules. To build a new fab is an enormous investment even for companies as big as Canon as a whole.

Canon should invest R&D money into new sensor technology, it's a fact that Canon's sensor technology is worse than Sony and even than Samsung now.

My Pentax K-7 is actually worse than Canon 1200D.
