I cannot speak for Windows 10.

Any imaging software should link the supported formats during installation. This may not work permanently, if the installation was not performed with admin rights. Also, I understand Windows 10 is in a permanent updating process; this means, if an update included the picture viewer, it may reverse the link settings to the viewer.

For most older windows versions, there were many different possibilities to change the link settings. Most of them need administrator rights, if the mod should be a lasting one.
One possibility was to access with a right click (in Explorer) the "open with". With admin rights, you would then be offered to make your selection a permanent one.
Some 3rd party file explorers offered a button for permanently linking an extension to a certain application program.
Some windows versions offered to link file extensions to windows own applications, but I am not sure whether the picture viewer was covered by this list (that's what @jatrax is suggesting).

And for specialists, it is always possible to change the behaviour by a registry hack - but I would not suggest this if you don't really know what you are doing. The problem is, that mods will be needed in several different parts of the registry. If you forget one of them, erratic behaviour could be the result.

And always keep in mind, that linking a file extension to a certain program may not be always convenient.
".JPG" (and ".JPEG", if applied) files then will never be shown with the picture viewer (if you don't use the "open with").

EDIT: With most older windows versions, @jatrax suggestions would only work in one direction. With it was possible to link to MS applications included in the OS, but not to 3rd party programs.

Type from window start the app name you would like to open, and click on that app as soon as it appear for selection.

Or select the photo you like to open, right click on your mouse, select your installed app.
