At ISO 400 and aperture of f/3.2 (both of which you had set manually), the camera's Av mode used metering information to set a shutter speed of 1/400s for correct exposure. If you were to adjust ISO to 200 (one stop difference), then Av mode would have calculated a shutter speed of 1/200s instead (also one stop difference) to produce the same exposure.
Remember, Av is a semi-automatic mode that uses metering to calculate appropriate shutter speed based on your chosen ISO and aperture settings.
