The statue in Lyon fits one of my stereotypes. There's a woman, and inevitably her breasts are exposed. Sculptors have a hard time keeping a woman's torso clothed except for particular females (Mary, Justice, Columbia, Athena)

I think it depends more on the period it was made. They were not so prudish in those days.
At the same time Aphrodite was not so much clothed

Aphrodite/Venus was never clothed. Artemis/Diana might be either dressed or not. As to the period, I don't know of any time, pre-Grecian to modern, when sculptors declined to show a woman's breasts, although there were certain eras and places when it was less common (Victorian Britain?).
