- There is a cost to bring any feature to market. That being said, if work were already being done in regards to sync control it would be nice and not too costly to simply loosen the rules for M mode to trigger the sync regardless of shutter speed. Reworking QA test harnesses would be another expense.
- Direct benefit is limited to potential sales to people wanting to use the flash sync for other than doing effective sync
- There is an indirect liability in regards to depressed sales of Pentax HSS flashes
- Another indirect liability is potential for increased support calls and warranty service requests related to uninformed users
I think Ricoh/Pentax will likely continue to be disincented to offer this behavior.

Yes, I am not sure of the physical limitations of the shutter mechanism, but I think in the past people have found some sort of wierd workarounds to demonstrate how much of a black band there would be at certain shutter speeds, so I don't think it should prevent it from happening. Also, Nikon and Canon allow it, so I wouldn't think it should be hard to do, but as you said, we don't know that for sure.
As far as the benefit to Pentax, I agree with you, this is a minor benefit. I'm just hoping that the effort to implement is low enough to get it done.
