I'm wondering if this is a profiling (colour matrix / lookup table) issue - either with the input and/or output profiles... though it's strange you're getting (exactly?) the same results with DNG and JPEG, previewed on the camera and viewed on your iPad. A few questions:
1) What JPEG "style" did you select (Natural, Bright, etc.)?
2) What raw conversion software are you using?
3) In that raw conversion software, what input and output profiles are you using?
4) If you export to 16-bit TIFF and view that on your iPad, do you still see the banding?
5) With the DNG, if you use in-camera raw development, does adjustment of any settings alter the banding in any way?
6) Did you shoot with accurate exposure, or boost the exposure in post-processing, either in-camera or in your raw conversion software?
If you've a way to share the DNG file and don't mind doing so, I'd be happy to do some more in-depth investigation...
