Well, the others didn't seem to have it ... some ID for the wranglers when it was in the pen? I really don't know.

I did a quick search. Calves and young adult cows/steers in rodeos are fitted with those to prevent rope burn and damage to the horns. Apparently young animals are prone to such injuries, big adults less so. Why in the same rodeo some animals have them other do not is not clear.

Good sleuthing, Walter!

I perhaps have the answer to your last sentence. I asked one of the organisers where they got the steers from, and the answer was, hired from a variety of farmers. None were the property of that rodeo company. So at a guess, that owner was more precious about his little darling than others.
