When I was 10 years old we lived in the navy housing projects in Philadelphia. They were new, so not run down and derelict like the ones in your photo. Still, living there, mere blocks from the downtown core of the city, it was the typical bleak high density urban housing, complete with all the drama that unfolds daily, at all hours. Dad was in the US Navy, and we lived in places like that all over the US, but Philly was the worst.
I was thankful when dad got transferred back to Norfolk Virginia after we had only been in Philly 6 months.
About 8 years ago I was back there, and took some time to go see the old neighbourhood. The projects are gone. We lived there in 1965. By the early 70's the Navy had cut back operations in that area, so the housing was sold to the city. By the early 80's the crack cocaine epidemic had turned the place into a war zone, drug dealers fighting with each other and the cops, the murder rate skyrocketed. The city eventually used police to run everyone off, and leveled the whole place.
Now there are nice townhouse condominiums, it looks like a nice middle class community.
