Like most all vehicle manufacturers that sell vehicles in the US today, Harley-Davidson manufactures their products in the market they are selling them in.
Bikes are produced in the US, to be sold there. Sure, just like all other manufacturers they source parts worldwide. But they manufacture them in the US to avoid import duties.
Harley-Davidson manufactures its motorcycles at factories in York, Pennsylvania, Milwaukee, Wisconsin, and Kansas City, Missouri, for sale in the US and Canada.
They also produce bikes in factories in Manaus, Brazil; and Bawal, India, for sale in other parts of the world, but again, they are not brought into the US, to avoid excess cost due to import duties.
