ISO won't go below 200 in Tav mode

I've set the auto ISO range to 100-51200, but in TAv mode, the ISO won't go below 200. The ISO reading flashes and the picture over exposes.

There must be a separate setting for this.

Any ideas?

If highlight correction is on, minimum ISO is raised. Not specific to TAV.

Yes, highlight correction blocks the choice of lowest ISO. However, it still uses that ISO, it just artificially raises the brightness of the photo while taking care not to blow the highlights. As it does this, the ISO "goes up" one stop. So if you have highlight correction and shoot ISO 200, the photo is actually taken at ISO 100.
I guess you have highlight correction enabled in TAv but maybe its disabled in the custom and Auto and Scene modes. Some settings are specific to the mode you chose

If you set highlight correction to "auto" instead of "on", you shouldn't have this limitation

Thanks Guys,
Yes, highlight correction is on Auto, so probably on. That must be the answer.
