That's pretty easy. Press the Info button in standby mode. Use the Direct Keys of the 4-way-controller to navigate to the hand symbol, which stands for Shake Reduction. Check whether it is activated (ON, normal brightness) or disabled (OFF, greyed out). If necessary use the rear control dial to activate the feature. You're ready to shoot. Shake Reduction can also be activated/disabled via the Camera Symbol menu 4.

On the off chance that you mean it won't turn on for you... There are a few things that automatically turn SR off too - like having self timer on or mirror up.

If shake reduction is activated in the menu and you are in a shooting mode that supports it (as has been suggested) the only thing to keep in mind now is:
-SR will need a moment to activate -> don't push the shutter button too fast (keep it half pressed, like when you want to activate AF, until the SR symbol appears in the optical view finder)

Its a great function, make sure you turn it off when you load her up on a tripod, I forget all the time and it sometimes freaks out and produces weird streaky pics.

Recommended settings for the camera can be found in the in-depth review on this forum:
Pentax K-70 Review - Recommended Settings | PentaxForums.com Reviews

The basics of photography are independent from the camera system you own and there are tremendous amounts of video tutorials on youtube.
There are also a lot of books available (like "understanding exposure" or the like)

When I made the step from analog to digital photography (my first DSLR beeing the K-3) I didn't read any book, instead I used the triel-and-error method. The menu is in my opinion in large parts selfexplanatory.
Nevertheless it is possible to buy an eBook for the K70 on this forum. I never bought one so I can't say how good they are:

Newbie to the forum myself. I also have the K-70 and highly recommend Yvon Bourque's pdf book. For the price it's a no-brainer. Enjoy the K-70.

There are e-books available on this site for Pentax cameras including the K-70. I own one for each of my bodies. Well worth the money.

I also recommend Yvon Bourque's K-70 eBook. In the past I have carried SLR manuals in my camera bag, but the K-70 printed manual is a subset of the PDF manual, so instead of the printed manual I carry the PDF manual on my tablet next to Yvon's eBook and the PDF manuals for my lenses and my ColorChecker.

When I bought my K-70 over a year and a half ago I wanted a DSLR that I could grow into and not grow out of. I am still growing into it.
