Hoya Polarizing Filter

So i got this Hoya PL Filter the other day, and it has an outer ring that moves. I've not seen this before. Anyone know what this might be? It has a vertical white line on it. Serve a purpose?

Check out the section on this page about polarizers. The ring affects the intensity of the polarizing effect.

The white line is an indication mark, point it to the sun for maximum effect.
extra tip, most if not all DA lenshoods have a door you can slide out off the bottom, it's for your fingers to pass through to turn the pol
